Program Manager


Job Purpose


The Program Manager oversees the management of READ Saskatoon’s programs, including planning, organizing, staffing, leading, and monitoring program activities. Supporting and working with the team of coordinators and facilitators, the Program Manager adapts programming in response to evaluation results. As part of the senior management team, the Program Manager also plays a key role in high-level strategic planning and offers guidance, support, and resources to other literacy organizations in the province.


Major Responsibilities


1. Leadership and Management
• Provide support, guidance and supervision to program coordinators and facilitators
• Create a collaborative culture within the team and ensure the team has the knowledge, skills and resources required to complete their responsibilities
• Establish and maintain community partnerships and networks; this includes supporting program participant recruitment
• Write funding proposals and reports (internal and external) for literacy programs
• Implement the human resources policies, procedures and practices of the organization
• Implement performance management processes for all program staff; conduct effective performance evaluations and mentor those with less experience
• Assist staff in analyzing their data and writing final reports
• Manage day-to-day operational aspects of programs
• Ensure program training manuals are updated (when appropriate)
• In collaboration with Office Manager and Executive Director, ensure timely and accurate invoicing for programs
• In collaboration with the Executive Director, analyze fee structures, program profitability, and revenue

2. Program Quality and Integrity
• Ensure the delivery of READ Saskatoon’s program and activities are in accordance with the mission and the goals of the organization
• Ensure that program activities operate within the policies and procedures of the organization and comply with all relevant legislation and professional standards and best program practices
• Monitor program work plans and revise as appropriate to meet deliverables
• Ensure program records and evaluation data are entered correctly in a timely manner
• Enforce program standards and best practices
• Identify and evaluate the risks associated with program activities and take appropriate action to control the risks
• Develop new initiatives to support the strategic direction of the organization

3. Represent READ Saskatoon in the community
• Represent READ Saskatoon on relevant internal or external committees
• Represent READ Saskatoon at public speaking engagements
• Field agency inquiries

Qualifications


Education and Certification


• University degree, education or related experience
• Current criminal record check including vulnerable sector search


Knowledge, skills and abilities


• Proven leadership skills
• Develop and maintain appropriate boundaries with stakeholders internal and external
• Understanding and appreciation of cultural adaptation
• Able to develop positive and collaborative working relationships with a variety of stakeholders (program participants, community-based organizations, partners)
• Knowledge of current community literacy challenges and opportunities relating to the mission of READ Saskatoon
• Knowledge of adult learning principles


Experience


• 3-5 years’ experience with management and/or leadership responsibilities
• Experience with human resource management
• Facilitation experience with a variety of groups
• Experience with project and program management


Working Conditions


• Program manager works a standard work week but may be required to work some evenings and weekends to meet project deadlines
• Valid drivers’ license and access to a vehicle mandatory
